School Employees Benefits Board (SEBB)
SEBB offers healthcare and other benefits (including medical, dental vision, life insurance and long term disability) for eligible WA State school employees. *Please note all benefit eligible employees (those anticipated to work 630 hours between Sep 1 and Aug 31 or who during the course of the school year reach 630 hours worked) are required to enroll in SEBB benefits. If you do not enroll or waive SEBB medical, you will be enrolled by default as a single subscriber in a medical, dental, and vision plan and basic life, basic accidental death and dismemberment (AD&D) and employee-paid long term disability insurance as prescribed by SEBB, resulting in a monthly out-of-pocket cost of $72.
A variety of medical plans are available dependent on your county of residence or work. Additional benefits are available for you to elect (employee-paid benefits) including supplemental life, AD&D and long-term disability insurance, medical flexible spending arrangement (FSA) and Dependent Care Assistance Program (DCAP).

RETIREMENT is through the WA State Dept of Retirement. All employees working 3.5 hours or more per day are required to be enrolled in the state retirement plan. Classified employees are enrolled in the SERS retirement plans and Certificate staff are enrolled in the TRS retirement plans. You have 90 days from your date of hire to make your plan choices.
- New to WA Retirement: You have the option of choosing Plan 2 or Plan 3. Please review the Plan Choice Information available on the DRS website for help with making your retirement decision. Once you have made your choice you must complete the DRS Member Information Form and return to Payroll within 90 days of your date of hire. Until you make your decision you will be placed on Plan 2 and if you do not turn in your forms within the 90 day window you will be defaulted to Plan 2.
- Previous/Current DRS Members: You will be enrolled in the retirement plan in which you were previously enrolled. If you are Plan 3 you will need to select your rate option. Please complete the DRS Member Information Form and return them to Payroll within 90 days from your date of hire. Plan 3 members who do not turn in their forms within 90 days will be defaulted to rate option A (5%).
- When signing your Plan Choice form please make sure to date it on or after your hire date. Forms dated prior to your hire date will not accepted by DRS.

VOLUNTARY BENEFITS
Eligible employees may elect to participate in the following voluntary benefits.
- Deferred Compensation (DCP) - is a supplemental retirement savings program offered by WA State Department of Retirement Systems (DRS) to public employees. This benefit provides you with the opportunity to invest money through payroll deductions. DCP offers a ROTH or pretax option.
- Annuities - 403B's are a great way to set aside money for retirement. Our third party administrator for these is Omni. You or your agent can contact them or by phone at (877) 544-6664.
Form 1095-C Health Coverage Tax Documents available via Qmlativ
Pursuant to IRS requirements, 1095 Forms for tax year 2025 will be produced and available, electronically via Qmlativ by March 2, 2026. Click for more information.
Mandatory Benefits

SEBB offers three dental plans:
DeltaCare and Willamette, which are managed care plans, which require you to choose a primary care dentist within their network. The third plan offered is Uniform Dental Plan, which is a Preferred Provider Organization (PPO), which lets you choose any dental provider, however if you see an in-network (participating) dentist, your out-of-pocket expenses are generally less.

Newly eligible employees will be automatically enrolled in employee-paid LTD insurance that covers 60 percent of predisability earnings, with a 90-day benefit waiting period. At any time, you can reduce to a lower-cost 50-percent coverage level or decline the coverage via your Benefits 24/7. If you later decide to enroll in or increase coverage, you will have to provide evidence of insurability and be approved by the insurer.
Employees are automatically enrolled in employee-paid LTD insurance coverage at 60% of base pay. Please review supplemental tab in Benefits 24/7 for other available options. Note: Your SEBB long-term disability benefit is different from the state’s new long-term care benefit, which is called The WA Cares Fund

Retirement Planning Seminar schedule is now available from the Department of Retirement System. This link gives you direction on how to register, or if you are unable to attend one of these seminars, how to view a recorded seminar.

Voluntary Benefits

Eligible employees may elect to participate in the following voluntary benefits:
- VEBA offered through VEBA Trust
- Participation is determined by Union or group vote each year.
- If eligible deductions are pre-tax.
- Depending on your Union or group vote your:
- Sick Leave annual buyback may go to VEBA, pre-tax.
- Sick Leave at retirement or separation may go to VEBA, pre-tax.
- Vacation cash out at retirement or separation may go to VEBA, pre-tax.
- Monthly deduction amount sent to VEBA, pre-tax.
- VEBA contributions can be use for out of pocket expenses for such things as:
- Vision.
- Dental.
- Medical.
- Prescriptions.
- Medical Premiums, including Medical and Medicare Supplement plans, and tax-qualified long-term care insurance premiums (subject to IRS limits) .
- To enroll please complete the VEBA enrollment form found in the back of the enrollment packet.

Long Term Care - WA Cares Fund

Long Term Services and Support Trust ActThe WA Cares Fund is a public long-term care insurance program. All working Washingtonians contribute a small percentage of their income into the fund. The current employee contribution rate is 0.58% or .0058 times your gross earnings. For example, a district employee earning $50,000 per year will see a payroll deduction of $24.17 per month or $290 per year.

During the 2022 legislative session, Governor Inslee and the legislature created several exemption pathways for Washington workers who aren’t likely to use their WA Cares benefits in the future. This page details what we know about those exemptions so far, when you can apply and what it means for your WA Cares benefit going forward.
If you have applied for and received an exemption from the Employment Security Department, please forward a copy of your exemption letter to the Payroll Office ASAP.
