Upcoming Meetings
School Boards are responsible for working with district administrators to set the district's overall direction. The Washington State School Directors Association divides the Board responsibilities into four major areas:
- Vision - The Board focuses the work of the district and community on student achievement through a comprehensive strategic planning process.
- Structure - The Board governs the district through prudent financial planning and oversight, and diligent and innovative policy making.
- Accountability - The Board infuses all programs and crucial policies with specific goals and a process for evaluation, reporting and recommendations for improvements.
- Advocacy - The Board champions public education in the local community and before state and federal policy makers.

Meet Your Board of Directors
Director District 1

Kate Espy
Appointed to the Board of Directors in 2021, Ms. Espy has worked as an Emergency Department and Forensic Nurse for 40 years, 38 at St. Michaels Medical Center. She has a Bachelor of Science in Nursing from the University of Nebraska Medical Center.
Ms. Espy has lived in South Kitsap for 38 years and has two adult children, both South Kitsap graduates. She currently serves as the president of the Kitsap Support Advocacy Counseling Board, is past president and current member of Port Orchard Soroptimist, past president/member/volunteer of Girls on the Run West Sound, past president of the South Colby PTO, and served on the SKSD Citizen Budget Review Committee. She also volunteers for the health department and is a member of Medical Reserve Corp with the Kitsap Emergency Management.
Director District 2

John Berg
Director District 2 elected in 2019. John Berg had been a regular observer of the board meetings for over two years and a member of the Instructional Materials Committee. He is a retired real estate appraiser and now a Professional Registered Parliamentarian (an expert and consultant on meetings using Robert’s Rules of Order). A widower, he has lived in the South Kitsap School District since 2016. Eight of his seventeen grandchildren also live in the District.
Director District 3

Brian Pickard
Elected to the Board of Directors in November 2021, Mr. Pickard has over 30 years of experience as a South Kitsap School District teacher, coach, principal and district administrator. Mr. Pickard has a Master in Educational Administration and a Bachelor of Arts in Elementary Education and has served in leadership roles for the Elementary Principals' Association of Washington.
Mr. Pickard has been part of the South Kitsap community for over 32 years and is past president and current board member of South Kitsap Helpline Food Bank, past board member of Kitsap Community Resources, a broadcaster for SKHS football, and has coached for various youth sports leagues.
Mr. Pickard is married to Molly Pickard, a retired SK teacher. He is the father of two adult children, both SK graduates, and the grandfather of two.
Director District 4

Jeffrey Wilson
Elected in 2021, Dr. Wilson is an Organizational Psychologist, a husband to a dedicated SK teacher, and the proud father of four - two current SK students, a WSU grad and a UW grad. He was raised in South Kitsap, attending Pleasant Valley Elementary and Cedar Heights Junior High before graduating from SKHS in 1986. He earned a BA from Western (’90) and a PhD & MS from CSPP (’95). Dr. Wilson enjoys world travel with family and friends and has also visited all 50 US states.
Dr. Wilson has 30 years of experience as a management consultant for Fortune 500 companies. He has worked at global consulting firms, in industry, and as an MBA professor at Pepperdine University. He’s currently a Senior Executive Advisor at The Boeing Company.
Director District 5

Jeff Daily
Director District 5 elected in 2019, Jeff Daily is a retired 28 year USAF Officer with combat experience in KC/RC 135 aircraft. Mr. Daily has lived in Port Orchard for sixteen years with his wife and son.
Mr. Daily is a former deputy group commander and squadron commander. He served as emergency management specialist and instructor teaching senior military and FEMA officials in Virginia. He earned a Bachelor’s Degree in Accounting/Finance and an MBA. He also has a Bachelor’s Degree in Education and is a certificated special education teacher. He taught briefly in Hawaii and at South Kitsap High School for 12 years. Mr. Daily is a former board member of the Sierra Central Credit Union in California.
