Registering Your Student Through the New Student Enrollment Portal

The South Kitsap School District uses the Qmlativ New Student Enrollment Portal for all K-12 new student registrations. This secure, easy-to-use system lets families complete enrollment forms, upload required documents, and track the status of their application—all in one place.

  • Log into Skyward, then click the small arrow (caret) next to the home icon and choose "New Student Enrollment" from the menu.

  • To create your Skyward Family Access account, simply click the link below to get started!

Frequently Asked Questions

  • To learn more about the enrollment process and available programs, visit our Early Learning web page for detailed information, eligibility requirements, and helpful resources.

  • To register your student, you'll need to provide a few required documents—either by uploading them during the online enrollment process or by submitting them in person.

    • Proof of residence (such as a utility bill or lease agreement)
    • Proof of age (like a birth certificate or passport)
    • Certificate of Immunization

    Having these documents ready will help ensure a smooth and timely enrollment.

    Kindergarten families: Children must be 5 years old on or before August 31, 2026 to enroll.

    You can begin the registration process quickly and conveniently through the Skyward New Student Enrollment (NSE) Portal.

  • Although registering your student directly through the Skyward New Student Enrollment Portal is the fastest and most accurate way to complete enrollment, you can choose to download and print the enrollment packet using the link below. Once completed, please bring the forms to your neighborhood school.

    1. Click the password reset link:
    2. Enter your username or email address you used when you set up your Family Access account.
      • Note: The email address must match what we have on file.
    3. Click Submit.
    4. You'll receive an email with a password reset link shortly. 
      • Be sure to look in your spam/junk folder if you don't see it in your inbox.
    5. Click the link in the email and follow the instructions to create a new password.
    6. Return to the Family Access login page, enter your username and the new password. 
  • Many families qualify for free or reduced-price breakfast and lunch through the federal USDA National School Lunch Program.

  • What Are the Requirements?

    To help protect the school community from the spread of communicable diseases, the South Kitsap School District requires all students to provide proof of immunization prior to attending in person or online classes as outlined by the Washington State Board of Health (RCW 210.080).

    You can find the current immunization requirements for school entry here.

    Medically Verified Records Required

    As of August 1, 2020, all immunization records submitted to schools or childcare centers must be medically verified. Immunization records must be provided on or before your child's first day of attendance.

    Your child cannot attend school until these records are submitted.

    Medically verified records include:

    • A Certificate of Immunization Status (CIS) signed by a health care provider. (Find the CIS form here)
    • A CIS completed by a parent/guardian with medical records attached.
    • A CIS printed by a health care provider or school from the Washington State Immunization Information System.
    • A CIS printed from MyIR, a free tool from the Department of Health that allows families to view and print official immunization records. (Start the MyIR registration)

    If your child already has immunization records on file and meets state requirements, no action is needed.

    Immunization Resources

    Kitsap Public Health District (KPHD)
    KPHD provides recommended immunizations for all ages. No child under age 19 is turned away due to inability to pay.

    Immunization Exemptions

    Exemptions from immunization requirements are allowed only as outlined in Washington State Law (RCW 28A.210.090). 

    • To request an exemption, parents must submit a Certificate of Exemption signed by a licensed health care provider. This confirms the parent/guardian has received information about the benefits and risks of immunizations.
    • As of 2019, personal/philosophical exemptions are no longer allowed for measles, mumps, or rubella (MMR). 
  • What is the Title VI Indian Education Formula Grant Program?

    The Title VI Indian Education Formula Grant Program is a federal program under the Elementary and Secondary Education Act (ESEA) that provides funding to support  American Indian and Alaska Native students in local schools.

    In South Kitsap School District, this program is supported through our Native American/Alaskan Native Education (NAANE) program, which serves students representing over 80 federally recognized tribes—29 of which are based in Washington State.

    NAANE offers a variety of services, including:

    • Tutoring and homework assistance
    • Educational field trips
    • Cultural summer camps
    • Support from a full-time Support Specialist

    Our efforts are guided by the South Kitsap Indian Parent Advisory Council (S.K.I.P.A.C.), a group of parent, teacher, and student volunteers who advise and advocate for program development.

    How to Enroll Your Student

    The program is primarily funded through a federal Title VI grant, which is based on tribal enrollment. If your student is a member of a federally recognized tribe—or has a parent or grandparent who is a tribal member—please complete and return the Title VI Student Enrollment Form.

    Your participation helps ensure continued funding and support for Native students in our district.

  • What is In-District Transfer?

    Students are generally expected to attend the school assigned to the area where they live.

    The South Kitsap School District Board supports the "In-District Transfer" concept at the elementary and middle school levels. This means that, under certain conditions, a student may attend a different school within the district.

    In-district transfer may be granted if:

    • The transfer would reasonably improve a financial, educational, safety, or health condition affecting the student;
    • Attending another school is more convenient based on the parent's workplace or child care location; or
    • There is a special hardship or other issue affecting the student or their immediate family that the transfer would help.

    How to Apply

    Complete the In-District Transfer Application (Form 77) to request a transfer through open enrollment.

    What is a Choice Transfer?

    A Choice Transfer lets families request that their student attend a school outside their home district.

    • If you live within South Kitsap School District, you can use it to transfer your student to another district's school, including online schools.
    • If you live outside South Kitsap School District, you can use it to enroll your child in a South Kitsap school.

    Please note that enrollment is not guaranteed from year to year.

  • What is Home-Based Instruction?

    Home-based instruction (homeschooling) is an educational approach where children receive their primary education at home, typically with a parent or guardian as the instructor, instead of attending a traditional public or private school. 

    Families who choose to provide home-based instruction must follow state requirements to ensure their student is properly registered with the district. 

    Note: Families must complete a declaration each year to continue home-based instruction. 

    What You Need to Do

    Complete the Parental Declaration of Intent for Home-Based Instruction (Form 130) every year.

    If your student will attend district schools part-time while homeschooling, also complete the Request for Part Time Attendance (Form 346).
